Policy Engagement

I regularly advise government departments and parliamentary committees in the United Kingdom and allied states on the use of military power under strategic constraint, with particular reference to Indian foreign and defense policy, South Asian crisis dynamics, and Indo-Pacific security strategy. This advisory work draws directly on ongoing research into limited war, coercion, and the political limits of force.

 

Parliamentary Evidence

Oral testimony to the UK House of Commons Foreign Affairs Committee on the Indo-Pacific “Tilt” (2023) and on UK engagement regarding the British Indian Ocean Territory (2024). In addition, I have submitted written evidence to multiple parliamentary inquiries on defense and foreign affairs and have briefed Members of Parliament and parliamentary policy groups on South Asian security issues. My evidence has been cited in published parliamentary committee reporting.

 

Government Advisory Work

Since 2018, regular participation in closed-door consultations and strategic roundtables convened by the Cabinet Office and the Foreign, Commonwealth and Development Office. These engagements address India–China competition, India–Pakistan crisis dynamics, maritime security in the Western Indian Ocean, and the UK’s evolving Indo-Pacific strategy.

Briefings and consultations with officials from the U.S. Department of Defense, U.S. Department of State, and the National Security Council concerning regional military modernization, alliance strategy, and crisis behavior.

 

Allied and Multilateral Dialogues

Ongoing participation in Track 1.5 and closed-door dialogues convened by RUSI, IISS, the German Marshall Fund, the Stimson Center, Japanese defense institutions, Australian strategic bodies, and European diplomatic delegations.

 

I welcome invitations for confidential policy briefings on Indian foreign and defense policy, crisis dynamics in South Asia, and Indo-Pacific security strategy.
